I seem to have cured this, but I don't understand why.
The Keyboard shortcuts app is called gnome-keybindings-properties. This
app is, apparently, part of the gnome-settings-daemon. So, in the gnome
registry I found the "keybindings" plug-in apps/gnome_settings_daemon.
By toggling this plug-in, normal behaviour resumed.
