Why is Synaptic version of Subversion not upgradeable?

To say it in your terms:  in order to follow versions on any package
core or not (most users will never need svn), manpower is required.
You didn't pay for Ubuntu and ask for free support.

Either put some efforts in keeping your system at the bleeding edge or
pay someone to do it for you.
