Ok, I have just downloaded it from there just to see and... as I
thought, the ISO is 699.0 MB, as advertised in the download link I gave
you. So I don't know who 699 turn into 715 in your case. Maybe you have
a non standard/tweaked file system in your Windows machine ? Cluster
size can affect total reported size, but it should not lead to any
significant difference with a single big file like an ISO, so I am not
too sure...

At any rate, 715 might still fit on the CD. Look around in your CD
burning app, often they have an "overburn" option, whereby you can burn
over the 700MB limit since most CDs have a little bit of margin. There
is no garantee of course, but worth a try.
