There is a longstanding bug in gnome-ppp where it does't work if you
don't leave the checkmark to "save the password.". A member of our lug
wrote a patch for it back in 8.04 days, but it was never, to my
knowledge picked up by upstream or Ubuntu.
If you're testing with gnome-ppp, make you you leave the default to save
password on.
