A couple of new things I did. You see my Key ID below and I used that
in enigmail-Open_PGP-Key Management-key servers-search for keys, and it
found my Public Key and put it in my system in the proper place.
Then with Seahorse I did the same thing and it worked just fine as well.
So if you should want MY Public Key, just put 0x3951B48D into your
search engine that looks at the MIT key storage. It will appear.
I have tried a couple of signatures on peoples tag lines on emails and
so far none have worked. I can't be sure why.
