it really depends what you want to do with it, 9.04 for example has an
officially supported image for the NSLU2 NAS, which comes by default
with 32M and a 133MHz ixp4xx CPU (ARMv5)

if you want a full ubuntu desktop install you should rather have
something around 500MHz and 256-512M RAM indeed ... 

thats totally not arch dependend though ...
