Nope, rebooting X (Ctrl + Alt + Backspace if you disabled dontzap,
otherwise type /etc/init.d/gdm restart at a tty session), or even just
logging off and on again, are both solutions that will do the same
without restarting. Remember, Linux and most of the lower-level apps
that run on it were designed with being a server in mind, which needs to
be rebooted as little as possible. The only time when you absolutely
need to reboot is when you updgrade the kernel and want to use the new
kernel.
