I'm not quite sure what you're asking here.  Are you looking to set  
the IP binding, or the init level?

This depends on what you want here.  Are you looking to set the system- 
wide PS1 value, or just the PS1 value for your local account?

If you're looking to set the system-wide value, you can change it in / 
etc/profile.  If you're looking to change it only for your account,  
you can change it by adding the appropriate PS1 lines to your ~/.profile
