Think of your secret key as the crown jewels. It needs really heavy
protection because it is so valuable. If I get that key, not only can
I read any encrypted mail ever sent to you, I can also forge your
digital signature on anything I like.
The "second password" you mention might be the passphrase
that protects your secret key. That should be long, complex,
and utterly unguessable. Requirements there are much higher
than for a login password.
I would be very reluctant to provide that passphrase to any
application other than PGP. If Evolution wants it, then
before using Evolution, I'd want to ask a bunch of rather
tough questions about Evolution's security.
