The problem is with Dell, not with Ubuntu or you. If the "support"
person you spoke to couldn't tell you that the first user you created on
the system has admin privileges and that all you have to do is enter the
password for that first user to unlock the Network Settings dialog, that
person clearly was the wrong person to speak to. The next time you call
in, politely insist that you speak to someone who can support the
operating system that Dell bundled with their product, Ubuntu in this
case. I presume that computer came with a warranty and some sort of
end-user support so Dell has an obligation to support that machine with
Ubuntu.
