I suggest semi-moderation. That all is accepted by default, but
abusive or noisy (excessive OT) posters are added to a greylist
that causes their email to be held for approval. If they start to
behave they are taken of the greylist after a trial period.

Some admins with authority to add posters to de greylist would have
some leverage to end these threads or point them to a arena fitting
the new topic.
