+1, absolutely necessary.  I'm a 14-year Linux user (switched to Ubuntu
from SUSE about a year ago), and I've never seen so much rubbish on a
mailing list.  It must be especially bad for beginners trying to get
some help with their shiny new Ubuntu install.

If people go OT, warn them.  If they ignore it, put them on moderation
or unsubscribe them.  It's a lot of work, but it's worth it.  I'm sure
you'll find that the number of people requiring this type of sanction is
really quite small (as our local LUG did).
