Wubi seems stuck during download

In addition it should offer you the option to install updates to 
packages on the ISO that have since been made available. In doing so it 
means your system is completely up to date the moment it is installed, 
instead of having to run a length update straight after installation 
(which gets longer with time, as more and more updates are released).
