Er...  The short answer is "Yes".  Unfortunately I don't know how :-)   I 
came across lots of information about it googling for "ubuntu apt-get 
proxy", but since I was really looking for "apt-cacher-ng", I wasn't paying 
attention to the answers I got about authenticating to a proxy like that. 

istr there was a solution that involved proxying _their_ proxy - where your 
proxy automatically authenticated to theirs, because methods used by apt-get 
can't do authentication.
