This is simple to stop, chuck milter-regex on the front line MTA's and set

reject "HTML is not accepted to our mailing lists, please refer CoC"
(header ,^Content-Type$,i ,^text/html,i or body ,^Content-Type: text/html,i )

at least that solves ONE of the ongoing issues, only 99 remaining :)
