I'll take a guess here that you are downloading packages from the Net and
trying to install them. I had a Windows tech do this recently and get in
a right mess.
This is _not_ how program installation works with Linux - well, you can
do it that way, but you need to know what you are doing.
If you are using Ubuntu, then it's best to start by install software via
Synaptic. There are other ways, but start by playing around with Synaptic.

Which IRC package are you trying to install?
You need to be precise when explaining your problem here, so that we can
offer the most accurate advice.

We've all been there. It takes a little time to adapt to Linux. Just keep
an open mind and remember that this isn't Windows and things are done a
little differently.
