That turns out not to be the case.  I recently subscribed from another
eddress and there /is/ a notification about the netiquette site but it
only occurs /after/ you are already subscribed.  That is no way to hold
anyone to the rules.  

If we first /had/ to agree in order to subscribe, OTOH...
