The program tvtime is for analog TV while your tuner is for digital TV.
If you don't mind installing KDE apps I would suggest to install the
package kaffeine. That is my preferred program for receiving and
recording digital TV. Maybe someone else can suggest a GNOME application
vor digital TV.

The webcam is an analog device and therefore has the /dev/video0 device
entry. I preferred the program camorama for a webcam when I last used
one.

Just forget tvtime, it doesn't work with DVB. The term DVB stands for
Digital Video Broadcast and the device interface is not compatible with
the analog video interface. If you want to get some background
