Ubuntu 9.10 (Beta) was just released yesterday & many of the standard
servers/mirrors seem to be overloaded today from all the downloads.

Best bet is to just wait a day or two, or try a local mirror/repo near
you. System|Administration|Software Sources|Ubuntu Software|Download
from: click the dropdown & select 'Other'. Try ftp.utexas.edu,
ftp.usf.edu, or mirror.anl.gov.
