try running it from a terminal, and seeing what kind of error messages
you get. I don't have any experience with crossover, but this is general
good practice if something is failing, and you have no idea why.
If you don't know what to run, and assuming that crossover make some
sort of shortcut to dreamweaver, then try this:
1. if the shortcut is on the desktop, "right-click > properties >
Command"
2. Highlight/Copy the command, then open a terminal (Applications >
Accessories > Terminal) paste it in (r-click > paste, or ctrl
+shift+v) and hit enter.
3. Examine the results to discover the issue, or post the output
here to be further directed.
Or...

edit menus > [then navigate to the entry] > right-click >
properties > command"
2. Highlight/Copy the command, then open a terminal (Applications >

here to be further directed.
