Then download and reinstall directly:
http://packages.ubuntu.com/intrepid/network-manager
http://packages.ubuntu.com/intrepid/network-manager-gnome
For both packages, click on the appropriate architecture for your
machine in the 'Download network-manager' 'Download
network-manager-gnome' section and that will provide you with a download
link.
