Will It be good to migrate from ubuntu 9.04 to 9.10?

upgrading from any release to any release always carries some risk, and
as with any other major change you should back up any important data all
the same.

That said, the ubuntu devs attempt to make the upgrade process as smooth
as humanly possible, and the upgrade process does not usually generate
crashes or data loss (save for extreme circumstances, such as a power
loss while upgrading, etc) and your installed applications will be
preserved in an upgrade.

Installing fresh will require you to reinstall your applications
(obviously) 

A note on the crashes: in all my time using ubuntu, I've had the system
crash about 3 times. All 3 times were the result of buggy apps running
in wine. I have yet to have a native app crash my system. This isn't
saying I haven't had other problems (usually related to ATI's graphics
drivers) but the majority of those were also the result of careless
foot-shooting on my part, and the inherent robustness of the system has
help me resurrect me from some pretty catastrophic mistakes i've made.
Overall, I'd say you'll probably be just fine with an upgrade.
