Can't screen readers distinguish between quoted and original content?

The new standards? I don't know of a universal governing body for email
layout.
Either way, here is not the place to petition for these changes - we
use the system, but we didn't design it.
I'd suggest, though, that your chances of changing the operation of a
technical mailing list to disfavour the technical participants in order
to make ill-designed screen readers work aren't likely to be
particularly good.
