    No: config.pl is where backuppc saves its configuration. You can
  probably configure backuppc through the website with no big
  problem.

    Nearly. backuppc can probably NOT use FAT32, however it is certainly
  not limited to ext2 or ext3. You can use ext4 or any other not-too-limited
  filesystem (you need to be able to write any filename for instance).
