From the cited site:
"Hitting Alt-F2 does not bring up the "Run application" dialog when
there is a gnome panel present that has a background color set to
"solid color"."

I do believe that Karl said he had changed his background from the
beauteous purple to an ugly brown.

I'd bet that it is a solid color.
