I don't know about a mailing list, but take a look at newsgroups.
Use the Google Groups webinterface to locate them, but you can use any
usenet client.
All official Microsoft newsgroups are named microsoft.public.*
Start here: http://groups.google.com/groups/dir?sel=usenet%3Dmicrosoft.public
Please take a bit of effort to locate the best group for your question,
because there are a lot of them. I'm not going to give you an exact group
because that would be outside of the scope of this mailing list.
