Not sure what a "civilized" implementation is supposed to be. I did try PCLOS, 
it's implementation of KDE 4 is OK (not so different from others I have seen, 
such as Mepis or openSuSE). I could not get english as a language and 
Swizerland as localisation, and KDE 4 is still the usual mess because this 
mess is the result of the KDE 4 concept. Now, if you like that concept, 
probably yes, PCLOS is a good choice for you. Not for me.
