Option to use /dev values instead of UUID values

No joy.
When I unmount a different partition (/dev/sdb4) and do:
tune2fs -U random /dev/sdb4
then
blkid shows me a new UUID for that partition.
I guess /dev/sda1 is haunted or posessed by evil daemons (or I do not know how to use the Force).
I once even tried to set it by booting Knoppix from a CD - also no joy.
