do update/upgrade before reporting any issues in 10.04?

   as a relative newcomer to ubuntu, i've already noticed a few  
niggling glitches with a fresh install of 10.04, but before i ask  
about them on this ML, is it reasonable to assume that one should stay  
on top of the updates and upgrades before posting about any of those  
issues?

   as in, don't report any apparent bugs unless i've already:

   $ sudo apt-get update
   $ sudo apt-get upgrade

is that the ubuntu way?  thanks.
