I've just submitted a bug in Launchpad.

Please forgive me for a kind of re-posting of "Lucid: only wallpaper 
after login, no panels, no right-click menu". I'm afraid the subject of 
that post was quite unfortunate and misleading, and the description was 
not the best either. I hope in the bug report I've done it better.
