Most certainly it is and maintained too, the tin-users mailing list is
pretty quiet but if you post a question you'll get a prompt response.

The current Ubuntu 10.04 version of tin is:-
    tin 1.9.5 release 20091224 ("Lochruan") Jan  5 2010 21:51:13
