[Maverick] Where does Nautilus' Tag list come from?

Hi!

Nautilus > right-click on a filename > Properties >
(foo Properties) > (tab)Tags lists about 40 entries in
a list. (see http://pickhost.eu/view/0004/0927/Bildschirmfoto-Tags.png.)
I did not make this list. Who has made this list? The function of this
list seems to be a default list which you can edit? Is there a Tracker
relationship?
