Removed a file by accident

Hello,
I used apt-get --reinstall install upstart and it seemed to fix the problem, However I'd still like to know how to find out what package contains what files if there a way.

I'm running ubuntu 10.04 with the latest updates. I accidentally removed the /sbin/restart file. Where can I get this file from?Can I use apt-get or something like that, or do I have to download it from somewhere? I do everything from the command line so that method might be best for me. Also how can I find out what package that file belonged to?
