But they don't start with a clean slate.  Rather than perfecting the last
version, they work on fixing those bugs in the new version -- but then
introduce NEW bugs.  You never have a version at hand that has been
'fixed'.  With their plan of forced silent updates, they assure you never
have a stable system.
