Once the maintainer is 100% satisfied that the newer version is stable
and worthy of updating the package ...without breaking other things,
he/she will do so.
Or, if you're willing to take a walk on the wild side, use a ppa

WARNING! If it breaks, you get to keep both pieces. Sometimes the
cutting edge will cut you and make you bleed. Myself, I do not recommend
