Can't get System Jobs to do anything

Running 11.04 I can start the System Jobs app via Admistration >
System Jobs but it is not capable of doing anything useful as I am
running into this bug [1].  It should be able to start and stop
services but due to the bug it does effectively nothing.  Do others
here see the problem?  Any thoughts on a workaround?
