Simple flow diagram (or similar) editor for web pages wanted

I want to create some simple flow diagrams to show on web pages.

These are not software flowcharts, they are just diagrams to show the
flow of a process.  Basically I just want to have a line going down the
page on which I can place symbols/shapes and I want to be able to
annotate the line and the symbols/shapes with text boxes.

I can't find anything like this at all, there are a few UML editors but
these will add constraints and requirements that I don't want.

Any ideas anyone?
