Ubuntu 10.04 Updates List

Is there any way to get a wget list of packages that would need to be
downloaded to update a fresh 10.04 installation?.

I know I could also get 10.04.3, but I'm more interested in learning how
to get that wget list. 

I know I also can install 10.04 and print out a wget list from Synaptic,
but it's also not what I'm lookin for. 

Any pointers as to how to obtain this?
