The ACL permissions are set with this script as part of udev:

/lib/udev/rules.d/70-acl.rules

However, if you don't really care about ACL permissions being 
dynamically added to the logged in user, you can simply add yourself 
(and any other user) to the audio group, reboot, and be done with.
