Can you switch to vt2 or vt3 on the box while d-i's running and check
with fdisk that it's actually recognizing your disk as sda?

Can you add "DEBCONF_DEBUG=5" to your "append" bootloader stanza to
get a more verbose log that might give you a better explanation of the
failure?

Does the install stop after the grub-install failure or does it continue?

Does "in-target grub-install /dev/sda1" run successfully as a "late_command"?
