The change is being forced by the demise of Gnome 2, not Canonical.
Canonical, being the distributor, picked where to change to and chose
Unity.

Gnome 2 is an option for the user in 11.04, but wont be come 11.10. All
the other DEs will still be available, though.

Gnome2 has ended development, but Unity relies on some of Gnome 2's
libraries, so Gnome 3 and Unity coexisting is going to be difficult.
You can already install Gnome 3 on Ubuntu, but you will break Unity and
Gnome 2.
