Yes. Deja Dup. It uses duplicity under the covers. I use it on my mums
Ubuntu PC. She has an external USB hard disk and it just backs up to
that.

Personally I use rsnapshot, which does much the same thing, but I prefer it.

Both can do incremental backups.
