CPU at 100% on Natty

I did a clean install of Natty to a desktop machine that had been happily running Maverick. Everything seems to work except that the spends most of it's time churning at 100% use and the system feels slow.
I suspect that this is related to the as yet unsolved regression in the 2.6.38 kernel. How can I downgrade to earlier kernel versions to test this hypothesis?
