So let me get this right:
If you are pegged at 100% CPU you have slow computer.
If your computer boots up slow you have a slow computer.
Let me also get this right:
You've never used bootchart before so you don't understand it.
You probably don't know what kern logs are either or how to read them.
You suggest doing a Memtest for a possible CPU/Disk issue.
Now, the CPU issue can fall under it either being an IMC or not, which
doing a memtest could also tell you something about the processor -- if
it's an IMC, for example if it's not giving proper speeds, it could
indicate a possible damaged processor with an IMC, otherwise, if it's
not a newer Intel or an older AMD it probably does not have an IMC so
doing a memtest for a CPU issue would be rather wasteful when there are
much better diagnostic steps.
By this logic this means:
My computer is slow.
My i7 2600 is too slow for Ubuntu.
My Intel SSD is too slow to run Ubuntu.
Reasons:
My computer has booted slow before.
My computer has pegged itself at 100% before.
My conclusion:
You should refrain from ever going into the computer industry.
You should refrain from giving computer advice.
You should never attempt to repair a computer or it's OS.
You should learn to use Google and it's magical powers today.
