Cut mouse polling rate in half

The mouse doesn't poll (or at least I didn't think it did!). It sends
deltas whenever it feels like doing so, and the mouse driver maintains
pointer position and button state information for higher layers.

You say it's not the mouse acceleration etc, but "running off the
screen" sounds like exactly that. 

On the other hand, it is twenty years since I wrote my last mouse driver
and I may well have no clue :-)
