Neither.
The phone transmits a recording to a server. The server does voice
recognition on the sound bits, and tries to send back some relevant
data.
Personally I don't fancy talking to a machine in this way, so I don't
see why the OP would want to. Unless he is really short of a
conversation, maybe.
