Error installing wget

Well, I have no idea what "ubuntu eucalyptus" is. Anyway, you could use 
wget to download the package, but as you want to download that 
particular package, I suppose you don't have it installed. Therefore it 
depends on what is installed. Do you have curl or lynx or w3m? If you 
don't have an application to download something, you could download it 
from another machine and transfer it via scp, nfs, USB stick, CD, … 
whatever communication is possible with that machine.
