I use squid-deb-proxy for this.  Trivial to setup, just install it and
squid-deb-proxy-client on the master and install
squid-deb-proxy-client on the slaves.  Job done.  The first time any
package or update is installed on any of the machines the master will
cache it and serve it to the others when required.
