Most programs don't come close to maxing out the CPU. You need to worry 
about the temperatures not the CPU usage. You be better off with new 
thermal past for the CPU and maybe a new heat sink and better case air 
flow. What make is the mother board? If not a Dell or etc you could 
under clock it but it is already slow by today's standards.
