Don't know why, but:
Ubuntu 12.04 ships with Shotwell 0.12
Perhaps you could install newer release from Yorba's PPA:
$ sudo add-apt-repository ppa:yorba/ppa
$ sudo apt-get update
$ sudo apt-get install shotwell
